I began by outlining the image by using the paint tool

I then used the paint tool and a new layer underneath the outline to fill the color in

Here is the outline process again

Here I filled it all in for Peter Griffin

Finally I drew circles with the paint tool and then inserted text with the "T" tool near the bottom of photoshop on the left sidebar
