Final Piece:

First I erased all the edges of all photos I used. Then blended both backgrounds together with the Brush Tool. I added the photos and placed them where I wanted them to go. After, I drew a hot pink line with the Brush Tool.

I then clicked on Filter at the top left. Then proceeded to click on Liquify to make the liquid effect.

I used the Brush Tool, once again, to make one random purple line throughout the empty space.

I use the Liquify Tool to make a glue effect. 

I then add Noise to the purple squiggly line to make it look like glitter glue. By going to Filter on the top left, you'll find Noise underneath.
